President-elect Donald Trump has nominated retired Gen. Keith Kellogg to serve as assistant to the president and special envoy for Ukraine and Russia. Kellogg previously served as Chief of Staff and executive secretary to the National Security Council during Trump’s first administration and has co-authored a policy paper on ending the war in Ukraine. The paper suggests conditioning U.S. military aid to Kyiv on their participation in peace talks with Russia. Kellogg and co-author Fred Fleitz propose seeking a ceasefire and negotiated settlement of the Ukraine conflict, acknowledging that a lasting peace agreement may not be possible while Russian President Vladimir Putin is in power. Trump has promised to work with both parties to end the war in Ukraine and has criticized U.S. aid to the country. Vice president-elect JD Vance has also expressed support for holding peace talks and criticized U.S. aid to Ukraine. The relationship between Trump and Ukrainian President Volodymyr Zelenskyy has been complicated, with a July 2019 phone call between them leading to Trump’s first impeachment. Trump was accused of withholding aid to Ukraine to pressure Zelenskyy to investigate Joe Biden and his son, Hunter Biden, but was later acquitted in the Senate.
